"Digital Product Passport cost" searches mostly return enterprise quotes. This article separates regulatory data work (what the European Parliament textile DPP study, PE 757.808, says you must prepare) from software pricing (market ranges).

The study's first deployment horizon is 2027 (Phase 1 minimal DPP) — not a substitute for future ESPR textile acts, but the best official EU document on what data comes first.
